Position: Slavic And Eastern Community Center (SEEC) Outreach and Resource Navigator Volunteer
Program Area: Supporting IRCO Programs operating out of the IRCO Slavic & Eastern European Center (SEEC) 555 SE 99th AVE, Portland, OR 97216
Locations: In-person at IRCO locations across the Portland Metro area and SW Washington. Sites include IRCO Cultural Centers, IRCO offices, and other community facilities where programs operate in Vancouver, WA, and in Multnomah, Washington, and Clackamas Counties in Oregon.
Schedule & Time Commitment:
- Volunteer hours are flexible and based on program needs as well as upcoming community events.
- Typical shifts are scheduled between 6-10 hours per week, depending on volunteer availability.
- Specific dates and times will be coordinated in advance to support outreach activities and community gatherings.
- We ask volunteers to commit to at least 3-6 months, with the option to continue longer-term if interested.
Program Description: The IRCO SEEC office is located in Southeast Portland and serves as a hub for culturally responsive services supporting Slavic and Eastern European community members. SEEC is home to several IRCO sector teams that provide direct services, outreach, and case management to individuals and families.

- Outreach and Resource Navigator Program: The Outreach and Resource Navigator Program supports Slavic and Eastern European community members by connecting them with essential services, resources, and information. The program aims to reduce barriers to access, strengthen community connections, and empower individuals to navigate complex systems with confidence. Volunteers play a critical role in this work by supporting outreach efforts, sharing resources, and assisting community members in accessing appropriate programs and services.
Position Summary: Volunteers will support IRCO programs operating out of the SEEC office, working closely with IRCO staff to provide administrative and outreach support to both programs and community members. Volunteers will assist with client outreach, share program information and materials, and help community members connect to relevant services and resources.
Volunteers will primarily support the Outreach and Resource Navigator Program by offering basic navigation assistance, answering questions, and guiding individuals to appropriate programs. Volunteers will interact primarily with Slavic and Eastern European community members of all ages. Occasional assistance with transporting outreach or event materials may be requested.
Qualifications:
- We are seeking volunteers with strong communication skills, cultural sensitivity, and a genuine desire to support community members.
- Knowledge of the Slavic and Eastern European community – preferred
- Strong communication and interpersonal skills – required
- Cultural sensitivity and ability to work with diverse populations – required
- Ability to navigate community resources and services – preferred
- Experience in outreach, social services, or volunteer work – preferred
- Language skills in Russian, Ukrainian, or other Slavic languages – nice to have
Requirements:
- Must have reliable transportation to/from volunteer site
- Must pass background check
- Complete Role Specific Training & Onboarding into the volunteer program
- Reliability and commitment to scheduled shifts – required
