What are the emergency risks in Northern Grampians Shire?
In the Northern Grampians landscape, some of the key risks our communities are exposed to include bushfire, grassfire, flood, storm, landslide, human / animal epidemic / pandemic, and road incident.
What is our role in an emergency?
The responsibilities of municipal councils in emergencies is to:

Assist agencies during emergency response, relief and recovery.

Support our community to get back to a ‘normal’ level of functioning as efficiently and effectively as possible.

Manage recovery activities within the municipality.
How can I help?
There are several roles for council staff to assist during and after an emergency event, as follows.

Our Volunteer Roles
Duty / Deputy Municipal Emergency Management Officer (MEMO)

Duty / Deputy Municipal Emergency Management Officer (MEMO)
The MEMO coordinates council resources during the response phase of an incident, liaises with the MRM and emergency agencies (e.g., CFA, Victoria Police, VICSES...), prepares the Municipal Emergency Coordination Centre (MECC) for activation if required, and participates on the 24-hr on call roster.
Deputy Municipal Recovery Manager (MRM)

Deputy Municipal Recovery Manager (MRM)
The MRM coordinates council and community resources during the recovery phase, oversees impact assessments, and manages the planning and operation of Emergency Relief Centres (ERCs).
Emergency Management Liaison Officer (EMLO)

Emergency Management Liaison Officer (EMLO)
The EMLO represents council at the Incident Control Centre (ICC) (in Horsham or Ararat), and relays requests and information between the ICC and the MECC.
Municipal Emergency Coordination Centre (MECC) Manager & Support staff

Municipal Emergency Coordination Centre (MECC) Manager & Support staff
The MECC Manager and Support staff answer calls, record and disseminate information, organise catering, security, parking, staff rostering, and manage any other administrative requirements.
Emergency Relief Centre (ERC) Manager & Support staff

Emergency Relief Centre (ERC) Manager & Support staff
The ERC Manager and Support staff coordinate resources and services within an ERC, liaise with the MRM and other agencies to support the affected community, record and disseminate information, organise catering, security, traffic management, staff rostering, communications, equipment, building maintenance, signage, cleaning, OH&S, and any other requirements.
