REACH Mentoring Policy Manual

The REACH project is committed to creating positive experiences and progress for both mentees and mentors participating in the program within a safe and fun structure.  In order to support this structure, program participants will work together to prevent any harassment, discrimination or other unsafe activities by adhering to the following policies.


Safe Program Guidelines


Mandatory Reporting

Program staff are required to be familiar with and comply with mandatory reporting requirements under the Idaho Statute Title 16, Chapter 16 Child Protective Act, Title 39, chapter 53 Adult Abuse, Neglect and Exploitation Act as well as Serious Reportable Incident classifications and reporting requirements.


Staff who are aware of abuse or suspected abuse will notify their program director or supervisor and in cooperation with his/her supervisor will take immediate action to report abuse or suspected abuse of children or vulnerable adults regardless of where the abuse or suspected abuse occurs.  Anyone reporting such abuse or suspected abuse is exempt from confidentiality policies or agreement when reporting to authorities.


Incidents affecting children will be reported to Child Protective Services and incidents regarding adults should be reported to the police.  In emergency situations, call 911.


Background Checks:

For mentors matched with mentees who are under 18 years old, they must undergo a background check with fingerprints and give permission to staff to check the National Sex Offender Public Registry.


For mentors matched with mentees who are 18 and older, they must undergo the Health and Welfare background check. 



Harassment is defined as conduct that substantially interferes with an employee’s work performance or creates an intimidating or offensive work environment.  This conduct would include threatening or offensive conduct directed toward a person’s gender, race, color, age, mental or physical disability, genetic information, religion, sexual orientation, gender identity, marital status, pregnancy, national origin, qualified protected military status, or other statuses protected by federal or state law.  The policy applies to all conduct related to activities funded by this grant by any supervisor, manager, coworker, subordinate, vendor, client, or customer.  Violating this policy is considered serious and may lead to disciplinary action, up to and including discharge.


Language Access


Qualified Interpreters

Qualified interpreters will be provided by the funded service agency, without charge to the client, at key points of contact for all clients needing language assistance.  Qualified interpreters are defined as adults who are fluent in English and the target language, are trained as interpreters, and are not family members.  Clients may exercise the option of providing their own interpreters, who may be family members, but agencies will make all clients aware that they have the right to access the services of a qualified interpreter provided by the agency free of charge.

Notification of Right to Assistance

Posters explaining the right to language assistance, in multiple refugee languages, will be provided by the lead agency to all funded agencies.  Funded agencies will display the posters in lobby and waiting areas.

Each funded agency will have written procedures for assessing language assistance needs and accessing needed assistance when an individual requests services in person or by phone.


Eligibility for Program Services


Eligible mentors:

  • Adults over 18 years old.
  • Reside in SW Idaho.
  • Participate in a pre-service interview/intake.
  • Participate in a pre-service orientation.
  • Be willing to adhere to all program policies and procedures.
  • Commit to spending at least 1 hour per week with mentee for one year.
  • Agree to attend ongoing training/events related to the program.
  • Be willing to complete monthly timesheets and communicate with Mentor Coordinator about any issues or problems that arise.
  • Consent to and pass a background check (National Sex Offender Public Registry and or an FBI fingerprint-based criminal history check).


Eligible Mentees

  • ORR eligible youth, 15-24 years old.
  • Arrived within the past 5 years.


Matching Mentors and Mentees:

  • Both mentor and mentee must agree to the match and will sign the match agreement.
  • If the mentee is a minor, parental/guardian consent must be given.
  • All matches will be same sex unless special dispensation is requested.
  • Either mentee or mentor can end the match.


Separation of mentor and mentee: 

  • The relationship is no longer meaningful or satisfying to the mentee or mentor.
  • Abuse occurs in the relationship.
  • The mentee no longer shows progress towards personal goals.
  • The mentee’s behavior makes the relationship unproductive.
  • The mentee turns 25 years old.


Referral Process

  • Please send referrals for potential mentees go to Chadia at ANA for the intake/assessment information gathering and mentor matching process.
  • Chadia will then refer youth to various partners for appropriate services.
  • Chadia will refer any youth eligible for the Starling Project to Rachel at EO.
  • Funded partners will communicate regularly about potential mentees, mentors and other program services/activities to ensure that all partners are up to date.


Data Collection/Reporting

  • Funded partners will collect data related to their funded activities.
  • Partners will complete the Trimester Reports as required by the program.
